SW enhancement - assignment of people to specific parts of proposal

For now managers cannot assign specific parts of proposal to their team members within GCP SW

Solution Workspace - extend the functionality so engagement managers can assign people to different parts of a proposal. Maybe GCP could become that single place for proposals in NewCo
